Mumbai: In the view of rising Corona virus cases in nation’s capital, there is a growing clamour of holding monsoon session of Parliament soon, Lok Sabha Secretariat issues guidelines on holding meetings of parliamentary panels.
Series of meetings are already been held with officials by the Vice President — who is the ex-officio chairman of the Rajya Sabha — and the Lok Sabha Speaker. Top sources who have been in touch with the custodians of both houses (Lok Sabha and Rajya Sabha)indicated that the monsoon session will be held in the Parliament itself and not on any other locations.
It will allow the physical presence of members in Parliament House with some restrictions. Monsoon session may start in August end or in September.In the guidelines from sanitiser to social distancing, all precautionary measures are mentioned in it. The secretariat has instructed that seating arrangement in the committee room may be made strictly adhering to the social distancing norm of six feet.
Arrangements should be made for sanitiser at the entrance of the committee room.Adding to that, Secretariat also instructed not to bring any printed documents to the panel members;it should all be in soft forms. The secretariat also instructed to make arrangement for audio recording meetings rather than verbatim recording of the standing committee meetings.
This exercise will explore the possibility of holding the monsoon session in August end or September, with the physical presence of MP’s. However, amid rising COVID-19 cases, this is not yet finalized that specify how the session will be held with social distancing norms. In this outbreak, Parliament has stopped functioning since March 23 this year, and the session was adjourned till the further notice.
