AOD Digboi Refinery Conducts Onsite cum Offsite Disaster Mock Drill

IOCL AOD Digboi Refinery conducted an Onsite cum Offsite disaster mock drill on 20th January 2021 in coordination with District Administation, Tinsukia. The Drill was conducted with an aim to check the preparedness action and assessing response to combat any emergency or disaster situation.

Team AOD Digboi Refinery came forward with significant action as the activities of the drill unfolded in line with approved Emergency Response and Disaster Management Plan (ERDMP) of Digboi Refinery as well as scenario approved by ED & RH, AOD Refinery. The emergency response teams took over their positions to control the situation, which was created by a preapproved-scenario involving the formation of vapour cloud and fire near the boundary wall of the refinery area due to profuse leakage of reformate and isomerate from the product transfer line. On receiving the information of hydrocarbon leakage information was sent to NF Railway, Digboi Station for keeping the railway track free for movement of Fire and emergency vehicle.

Fire Services reached on time and Ambulances also reached on time to check any human injury. The exercise was aimed at reducing or avoiding the potential losses from hazards by assuring prompt and appropriate assistance to victims of disaster and achieving rapid and effective recovery of any other loss or damage. A relief camp was set up at India Club wherein a Public Information Centre was set up for all disaster-related information for the stakeholders. Direct Communication was maintained between the PIC and Emergency Control Centre.

The information of emergency was communicated to RHQ as per ERDMP protocol and subsequently, Emergency Control Centre of RHQ was also activated. The entire drill operation was effectively managed in smooth coordination with RHQ team, ED(Operation), CGM(T), CGM(HSE) from RHQ participated through live telecast of the drill operation from DR to RHQ, New Delhi.

The drill lasted for more than two hour and forty minutes. Dhanjit Baishya, GM (T) as the Chief Incident Controller, after assessing the situation declared ‘all clear’. Mutual Aid was provided by Oil India Limited, Duliajan, AGCL, Duliajan, CIL Margherita and BCPL Dibrugarh.

Subsequent to the drill action, a debriefing session was organised maintaining all social distancing norms. The debriefing session was chaired by S S John, Executive Director & Refinery Head, Bikram Aditya Bora, Assistant Commissioner, Margherita and N K Barua CGM (TS & HSE). All ERDMP Functionaries and senior executives from mutual aid industries participated in the meeting. This drill was conducted in accordance with all necessary precautions concerning the COVID scenario in line with advisory received from HSE-RHQ.
