Tinsukia: An Assam Civil Service (ACS) official was arrested on Tuesday by the Chief Minister’s Special Vigilance Cell for allegedly amassing wealth disproportionate to his known sources of income, a senior police officer said.
The official, Saibar Rahman, was being investigated based on a complaint alleging that Rahman, who was then the additional deputy commissioner in Dhubri, had acquired huge property by illegal and corrupt means.
Accordingly to the SP of the vigilance cell, Rahman has been found to have assets worth over Rs 100 crore, including 89 landed properties in his name and that of his two wives.
The probe also unearthed moveable and immoveable assets belonging to him, worth over Rs 6.38 crore, which are 95 per cent disproportionate to his known sources of income.ts worth over Rs 6 crore.
“He was arrested at 2.00 pm today after the inquiry team had collected sufficient documentary evidence and material evidence against him,” the official said.
“A complaint petition was received at the chief minister’s special vigilance cell alleging that the then Additional Deputy Commissioner of Dhubri, Rahman, acquired huge properties by illegal and corrupt means, which is disproportionate to his known sources of income. Following this, a regular inquiry was initiated as per the orders of the chief minister’s office (CMO),” he added.
“For the purpose of calculating income, assets and expenditure and to work out the amounts of disproportionate assets and the flow of acquisition of properties in possession of the officer, the check period was taken from June 23, 2002 to April 30, 2021,” the officer said.
“During this period, information was collected about his acquisition of immovable properties. and we found 89 landed properties registered in either his or one of his two wives’ names of which the market value will be more than Rs 100 crore,” the SP said.
“The accused, being a public servant, is in possession of disproportionate assets which is a criminal misconduct for owning assets that are out of sync with his legal sources of income, accruing wealth while occupying a public office and is in possession of disproportionate assets. Further, he was also unable to satisfactorily account for how he could amass the pecuniary resources, assets or properties disproportionate to his known sources of income.” he added.
“Upon finding sufficient documentary and material evidences against Rahman, the then Additional Deputy Commissioner, Dhubri, for intentionally enriching himself illicitly and committing criminal misconduct during the period of his office which is in contravention with the laws laid down in the Prevention of Corruption (Amendment) Act 2018, he has been arrested,” the official said, adding: “The case is under investigation.”
Rahman was currently posted as deputy secretary in the Welfare of Minorities and Development Department.
