Imphal: Manipur Governor Najma Heptulla has reallocated three portfolios to NPP leader and Deputy Chief Minister Y Joykumar after the recent political crisis subsided in the state following talks in Delhi.
The three portfolios reallocated to Joykumar are Finance, Science & Technology and Economics & Statistics.
The four portfolios that were stripped off were Municipal Administration, Housing and Urban Development (MAHUD), forest and environment and climate change, science and technology, economics and statistics departments, which were reallocated to Biren on April 9.
Joykumar is a minister of NPP, an ally of BJP. Chief Secretary Dr J. Suresh Babu on Sunday issued an order of portfolio allocation to Biren and Joykumar, which allocated with the three portfolios.
The notification said in pursuance of Rule 6 (1) of the Rules of Business of the government of Manipur and in supersession of the notification of April 9, the governor of Manipur, on the advice of chief minister, Manipur is pleased to reallocate portfolios to the chief minister and deputy chief minister. Biren has been reallocated the portfolios of Home, Planning, GAD, Vigilance, Transport, Minor Irrigation, Tourism, Minority Affairs, OBC and SC, information technology, MAHUD, Horticulture and Soil Conservation, and any other department not allocated specifically.
Four NPP ministers including the deputy chief minister tendered resignation from the BJP led government in mid-June. The other three who tendered their resignation letters are N Kayishii, Letpao Haokip and L Jayanta Kumar Singh.
On June 25 NPP decided to return to the BJP-led coalition government.
On June 13, 2019, Chief Minister N. Biren Singh government stripped off the Finance portfolio from the Deputy Chief Minister Yumnam Joykumar igniting a souring relationship between the BJP and its ally partner NPP. Later on April 10, 2020, the crack between the ally came to limelight after all portfolios allotted to Yumnam Joykumar has been stripped off.
Yumnam Joykumar Singh, the Deputy Chief Minister without any portfolio in the N. Biren Singh government finally revolted following which all the 4 (four) NPP MLAs who are ministers in the government tendering resignation ahead of the Rajya Sabha Election held on June 19. The drama then continued to haunt the state political theatre for quite some time until the matter was settled with the interference of Central leadership of both BJP and NPP.
The four NPP Ministers including Deputy CM Y. Joykumar, who had tendered resignation on June 17 as state cabinet ministers, was however not accepted by the government. And hence, they continue to be the ministers in the government and no change of portfolio has been made, as per a source.
